Operation Zero Bribe was formally launched on 12 July 2025 in Surat as a structured civic initiative focused on addressing everyday corruption through behavioural reform, ethical decision-making, and lawful citizen participation.

The launch marked the beginning of a public awareness movement designed to change how citizens respond when confronted with demands for bribes. Rather than positioning itself against government institutions or public authorities, the campaign clearly distinguished between institutions and corrupt behaviour.

Its central message was:

The campaign is not against institutions. It is against corrupt behaviour.

The launch event introduced this philosophy to students, professionals, and members of the public. Participants were encouraged to understand that reducing corruption requires citizens to respond responsibly, reject unethical demands, and use lawful reporting mechanisms.

From its inception, Operation Zero Bribe adopted three fundamental commitments:

• Full respect for constitutional and public institutions.
• Strict adherence to lawful and established procedures.
• Promotion of official corruption reporting mechanisms, including the Anti-Corruption Helpline 1064.

Operation Zero Bribe is aligned with the objectives of the Prevention of Corruption Act, 1988, which criminalizes both the giving and receiving of bribes.

The campaign creates awareness about mechanisms such as the Anti-Corruption Helpline 1064, enabling citizens to report corruption without resorting to unlawful or confrontational methods.
